Nurse Migration Management Strategies: A Scoping Review; راهکارهای مدیریت مهاجرت پرستاران: یک مرور حیطهای Publisher

Abstract

Introduction: The migration of nurses results in a shortage of human resources within healthcare systems, a decline in the quality of health services, an increased workload for the remaining staff, and diminished access to effective healthcare services for vulnerable populations. This study aimed to identify strategies for managing nurse migration. Methods: In this scoping review, relevant Persian and English studies on the management of nurse migration were searched in databases such as PubMed, Web of Science, Wiley Online Library, Springer, Science Direct, Scopus, Magiran, SID, and the Google Scholar search engine from January 2000 to October 2023, utilizing appropriate keywords. Ultimately, 89 documents were selected and analyzed using MAXQDA software and thematic analysis. Results: A total of 42 strategies for managing nurse migration were identified, categorized into two groups: strategies for countries of origin and those for destination countries. The most significant strategies pertaining to countries of origin included increasing salaries and benefits, improving working conditions, creating barriers to migration, establishing bilateral or multilateral agreements, implementing brain circulation processes, and enhancing the political and economic conditions within these countries. Conversely, strategies for destination countries encompassed the ethical recruitment of nurses from developing nations, compensating countries of origin, and efforts aimed at achieving self-sufficiency in the nursing workforce. Conclusion: Despite the short-term benefits of nurse migration for destination countries, it presents significant challenges for the healthcare systems of developing nations. Identifying and implementing effective strategies- including increasing salaries and benefits, improving working and living conditions in countries of origin, and establishing bilateral or multilateral agreements while ensuring ethical recruitment in destination countries—are essential for managing nurse migration. These initiatives necessitate extensive international cooperation and a commitment from policymakers to prevent health crises and enhance global health systems. © 2025 Elsevier B.V., All rights reserved.
