Aging Mobilization: Evidence-Based Policy Strategies for Increasing Mobility Among the Elderly Publisher

Abstract

With the rapid increase in the elderly population in Iran and the high prevalence of physical inactivity in this age group, there is an urgent need for policies and programs to promote physical activity. An intervention study implementing an educational program based on social cognitive theory in Isfahan city showed that structured interventions can significantly change the behavior of the elderly. This program, which was implemented over 6 training sessions, focused on strengthening self-efficacy, social support, expectations, and outcome value, and succeeded in significantly increasing the average physical activity in the intervention group. Given the key roles of self-efficacy and social support in the program’s success, implementation costs are highly cost-effective compared to savings in medical costs from reduced inactivity-related diseases. Based on this, policy strategies were proposed. Among other things, for the widespread implementation of this program, its integration into the primary health care system is proposed as the first option, which can achieve wide coverage by using the existing structure of health centers. Developing inter-sectoral cooperation with organizations such as the municipality and the Welfare Organization as a complement to this program can take advantage of the existing facilities and spaces for physical activity. Also, empowering families as the main supporters of the elderly can ensure their continued participation. In addition to improving the quality of life of the elderly, the successful implementation of this program will prevent many diseases related to inactivity annually and reduce the economic burden on the health system. By providing operational solutions, this document provides an appropriate framework for policymakers in the field of aging to take effective steps to achieve active and healthy aging. © 2025 Elsevier B.V., All rights reserved.
